Description
The City of Richmond Department of Public Utilities Collections Systems is seeking a qualified candidate to fill the Construction Inspector, Principal position. The selected candidate will be responsible for assignment of work, compliance with daily reporting, and project closeout completion by the team.

Duties include but are not limited to


  • Inspecting main and service installations within the City of Richmond;
  • Assigning work, ensuring compliance with daily reporting, and project closeout completion by the team;
  • Reviewing and evaluating construction permit applications and inspection reports regarding equipment and facilities, such as drop inlets, ditches, proper backfill, manholes, and pipe installations;
  • Investigating and mediating inspection-related disputes;
  • Ensuring safe operation and code compliance within the work zone;
  • Investigating accidents;
  • Ensuring compliance with construction standards, methods, and safety requirements;
  • Coordinating inspection schedules, writing and reviewing daily reports;
  • Conducting inspections and preparing field notes;
  • Making judgements, corrections, and recommendations based on knowledge, experience, and expertise; submitting as-builts as part of the project closeout process.
This individual may be required to work nights, weekends, holidays or on-call, as needed.

Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of installation of water mains, structures and service; City's GIS system in reference to reading water maps; and testing procedures for sanitary sewer and stormwater mains/services per DPU standards and specifications. Knowledge of applicable local agency standards to ensure compliance with standards, construction guidelines and specifications (e.g. DPU Design and Construction Standards, OSHA, VDOT traffic control and Utility Designation Colors) and computer programs such as Microsoft Office Suite.

Demonstrated skill reading PDF documents and reading comprehension; managing construction site (e.g. Tracking deliveries, contractor and citizen safety measures, tracking equipment and personnel on site); and effective oral and written communication.

Demonstrated ability to fill out appropriate City forms; conduct pre-construction meetings with local jurisdictions before construction; to learn new information and interact with technical and non-technical audiences.
MINIMUM TRAINING AND EXPERIENCE:
  • Associate degree in engineering technology, construction management, or business management;
  • Five years of construction inspection, land development, or contractor operations experience;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Valid Commonwealth of Virginia Driver's License with a satisfactory driving record within 30 days of hire;
  • Virginia Department of Transportation certifications in Soils, Asphalt, Concrete, Aggregates, and Pavement Markings, as assigned.
PREFERRED TRAINING AND EXPERIENCE:
  • Knowledge of Municipal Utility Mains and services Installation practices;
  • VDOT Certifications in the following: Soils, Asphalt, Concrete, Aggregate and Pavement Markings is a plus.

The employee is occasionally required to climb, balance, stoop, kneel, crouch, crawl, walk, push, pull, lift, and feel. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
