Job Description

The Controller is responsible for providing leadership and coordination of financial planning, debt financing, and tax functions for three (3) separate legal entities. This role ensures company accounting procedures conform to generally accepted accounting principles (GAAP) and that proper internal controls are maintained.

 

SUPERVISORY RESPONSIBILITIES

  • Maintain staff by recruiting, selecting, orienting, training, and supervising team members.
  • Plan, assign, and appraise performance; reward and discipline employees; address complaints and resolve problems.

 

DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

  • Supervise the preparation of monthly consolidated financial reports for the client.
  • Lead financial planning and analysis activities.
  • Ensure timely filing of applicable year-end tax returns (Franchise, 1099s).
  • Oversee preparation of budgets and financial statements, including detailed review of revenues and expenses pledged to clients’ bonds to ensure compliance with bond requirements.
  • Assist the CFO with treasury functions, including debt management, investments, and cash balance management for all entities.
  • Continually ensure that proper internal controls are maintained.
  • Manage commercial banking relationships in collaboration with the CFO.
  • Safeguard assets and ensure accurate and timely recording of all transactions by implementing robust internal controls across all companies and departments.
  • Provide financial information and reports as requested.
  • Interface with outside independent financial audit firms, including procurement of audit firms.
  • Supervise accounts payable, cash disbursements, invoicing/billing, customer credits and collections, and general accounting functions.
  • Act as liaison with clients on financial matters, including debt issuance, management, and FEMA claims.
  • Document and update written accounting policies and procedures.
  • In collaboration with the CFO and VP of Information Technology, ensure cyber defenses are robust and that all finance staff remain vigilant against threats.
  • Complete all assigned cyber fraud training within two weeks of assignment.
  • Ensure all supervised staff complete assigned cyber fraud training within two weeks of assignment.
  • Perform other duties and special projects as needed.

 

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in accounting, required
  • 3 years’ experience in governmental accounting and budgeting, with 5 years in a supervisory role, required
  • Big Four Accounting firm experience, government audit background, and GASB knowledge preferred
  • Exposure to public debt financing, required
  • CPA designation, required
  • ERP system experience, preferred

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficient in Microsoft Office Suite and other relevant software applications
  • Outstanding professional oral and written communication skills
  • Strong computer literacy, including MS Word and Excel
  • High level of confidentiality and understanding of ethical standards of the position
  • Proven team leader with high energy and motivation
  • Strong coaching and counseling skills
  • Ability to motivate teams to produce quality work within tight timeframes
  • Understanding, persuasive, and decisive when interacting with internal and external stakeholders
